Spring 2023 is truly in full bloom in our beloved city, and DC is open and bustling with vibrancy! OCTFME has been working tirelessly to ignite and bolster DC’s creative economy, and the diverse cultures that make our city so unique. At OCTFME we are dedicated to showcasing DC as a world-class tourism city. Through a series of Creative Activations, we aim to highlight our city's unparalleled creativity, talent, and cultural richness. From music to film, from art to entertainment, there is something for everyone to enjoy and be inspired by.
May symbolizes more than just the advent of warmer days - it's a time of fresh starts and new beginnings. In that spirit, we would like to extend hearty congratulations to all college graduates. Your hard work and perseverance have paid off, and we wish you nothing but success as you embark on this exciting new chapter. The future is bright, and it's yours to shape. I had the distinct honor of delivering the keynote address at Howard University’s College of Arts and Sciences Honors Program cohort. This was not just an opportunity to share wisdom and advice but also a chance to learn from our next generation of leaders. Our young people carry the promise of a brighter tomorrow, and I am always thrilled to sow into their growth and development.
As we embrace spring and the spirit of renewal, I am thrilled to share exciting Spring events and activations highlights within our beloved city. Under the leadership of Mayor Muriel Bowser, OCTFME has activated the Downtown DC Comeback Plan, designed to invigorate our community and showcase the vibrant essence of the District across all eight wards. DC is open! This month, we hosted two lively celebrations for Cinco de Mayo right in the heart of downtown: one in partnership with the Mayor’s Office of Latin Affairs and the other with our radio friends at Majic 102.3 FM. The day was an incredible display of cultural exchange, unity, and festivity that truly echoed the spirit of our inclusive city. We sincerely thank everyone who attended, participated, and added their unique flavor to this joyous event.
Last month, we kicked-offed off our pop-up concert series, with "Jazz in Bloom," a month-long celebration of jazz music at the historic Union Station. As April marked Jazz Appreciation Month, residents and tourists alike joined us in experiencing the rich culture of our city through riveting jazz performances and incredible visual expressions from our talented local musicians and visual artists. But the festivities didn’t stop there. Mayor Muriel Bowser announced DC's first Emancipation Celebration “Weekend.” The momentous occasion, April 15-16 was filled with concerts, a parade, various genres of music, entertainment, exercise, family fun, fireworks, and much more. One of the highlights of the weekend was the highly anticipated Dru Hill 25th anniversary reunion. The iconic R&B group that started in Baltimore graced the Freedom Plaza stage and took us on a musical journey spanning decades.
As the Director of the DC Office of Cable, Television, Film, Music, and Entertainment, I invite you to join us each month in this journey of elevation, exploration and celebration. Discover the hidden gems of our city, immerse yourself in the diverse array of artistic expressions, and embrace the spirit of joy and resilience that defines our nation’s capital. Let us unite, support our local artists and businesses, and create lasting memories as we embark upon the city’s exciting revitalization and cultural renaissance. Together, we will showcase the unique essence of our nation's capital and continue to build a thriving community that makes our city the best place to live, work, play and thrive!

In honor of Mexico’s victory at the Battle of Puebla in 1862, we celebrated in partnership with the Mayor's Office on Latino Affairs + Office of Nightlife & Culture with a festive float and parade followed by music and dancing.
The parade began at the Reeves Center and ended at 8th & F Streets NW where we sponsored Majic 102.3 Happy Hour.
On April 16, 1862, 161 years ago, President Abraham Lincoln signed the Compensated Emancipation Act of 1862, freeing 3,100 enslaved individuals in the District of Columbia nearly nine months before the Emancipation Proclamation liberated slaves in the South. Emancipation Day is a significant event not just for D.C. history but for U.S. history because it was a crucial step towards the eventual abolition of slavery in this country. Mayor Muriel Bowser wants this day to be a reminder of our important ongoing fight for full representation, for democracy, and for the residents of Washington, DC to have DC statehood. "The DC Home Rule Act" explains the legislation and shows how, just as racism and slavery shadowed home rule from the beginning, racism and bias are among the pitfalls that are ahead of enacting this law.
Every year in April, DC celebrates being the first city in the United States to free enslaved people with an Emancipation Day, but this year Mayor Muriel Bowser announced DC's first Emancipation Celebration Weekend. This annual celebration is a way for residents to come together and honor the sacrifices of those who fought for freedom and continue the legacy of their efforts for future generations. Check out our 5 -part series of The Road to Representation which chronicles Washington DC’s journey from the Declaration of Independence to a city without a voice to its unrelenting push for Statehood and Equality as the hope for true self-determination.
This year kicked off the celebration with the parade at 2:00 pm on Pennsylvania Ave NW between 10th Street and 14th Street NW including a DC Statehood Food Truck Palooza at Freedom Plaza. The celebration continued with an all-star concert lineup at 3:00 pm on Freedom Plaza. Our annual Emancipation concert on Saturday, hosted by WUSA9 news anchors Leslie Foster and Lorenzo Hall, featured an all-star lineup which included DC's own Black Alley, JJ Hairston, Wammie Awards '22 winner Alex Vaughn, Sin Miedo, Kyaira Ware, DJ Diyanna Monet, Dru Hill, The Legendry Rakim and more. The festivities ended with fireworks over Freedom Plaza.
On Sunday we had a #FamilyFunDay at Black Lives Matter Plaza with MyFitDC, DC Department of Parks and Recreation, and live gospel and jazz music.

The #EntertainDC Office is pleased to recognize Johnny Holder as the OCTFME May 2023 Filmmaker of the Month (FOTM).
Johnny Holder is a bilingual director, producer, and editor originally from Nashville, Tennessee and has adopted the District as his new home. Johnny received a Master of Fine Arts degree from Montana State University’s Natural History Filmmaking Program. During his graduate work in filmmaking, Johnny got his first taste of the DMV during a video internship with the Hubble Communications Team at NASA Goddard Flight Center in Greenbelt, Maryland. After eight years of serving his country in the military, including two combat deployments with a camera always by his side, Johnny was inspired to take his passion for the visual arts into the area of documentary storytelling.
Johnny produced, directed and edited a short-form experimental documentary, Sonora, that explores the human sensory connection to nature through the mind of Juan Pablo Culasso, a blind birder in Colombia. Sonora was awarded Best Short Film in the Metro Shorts Category at the 2022 DC International Film Festival. The film went on to win a total of eleven festival awards including Jackson Wild's Special Jury Award for Diversity and Inclusion and Santiago Wild's Best Feature Documentary for the category of "Latin America through the Eyes of the World", and recently screened at the DC Environmental Film Festival to wrap up its successful year-long festival run.
Johnny's path of filmmaking has been unconventional, pursuing subjects that challenge preconceived perspectives with philosophical undertones. His short films "Beyond Bars" and "On Clowns and the Mysterious Keys of Laughter", about creative outlets for inmates in maximum security prisons, and clowns that work in refugee camps respectively, also garnered award-winning recognition.
For Johnny, filmmaking has been his own form of art therapy. Despite suffering multiple injuries and traumas during his time in the military, exploring multiple routes of therapy and restorative physical techniques enabled him to continue to push himself physically and mentally by completing courses and fellowships. To name a few; a four-month intensive Wilderness EMT course in Costa Rica and Montana, Jackson Wild's Media Lab Fellowship in Austria, a master’s in fine arts, and this year aims to become an NOAA-certified dive videographer to support his work on marine and climate science videos for NOAA Fisheries.
For his future projects, Johnny recently started his own DC-based production company, Rising Fog Productions, which he hopes will enable collaboration for not just his own, but other DC-based filmmakers to pursue documentaries that can inspire compassion and challenge how we navigate our communities.
He is currently leading two exciting projects that are to include robust impact campaigns. The first will continue to work with Juan Pablo Culasso, this time by going to the Brazilian Amazon in a feature-length documentary to implement blind-accessible nature trails for education and accessibility while taking a sound first approach to documentary storytelling by working with Bomba Estereo's Simon Mejia. Johnny is working on another project with Aeigis Trust and the Tillman Foundation to reveal how US military veterans can learn from the Rwandan genocide survivors' reconciliation process via a therapy-structured process of forgiveness and compassion.
